He's not really a complete victim. Evidently he left town without a trace because he didn't want to pay his child support. His wife was able to collect SS off his death and she didn't want him declared alive again or else she'd have to pay back the money. Screwy!!!
The bureaucracy: the new fourth branch of government. The bureaucracy is permanent, unaccountable, unelected and choking us like a weed. The bureaucrat exists, generating nothing of value, using perceived problems to justify his existence.
