It's a bunch of crap.

Guns are tools. When guns are in the hands of a competent owner and fired they are used as protection against violence from others.

By framing the argument and saying that the idea is to only stem gun violence, Rove is being dishonest from the outset.

A gun that someone holds in their hand can be useful if it has no ammunition inside of it. It can be used as a make-shift hammer in a pinch or an attractive paperweight if necessary.

But a gun, by its design, is used to stop another person with force when the holder of the gun is threatened himself.

When Rove comes to the table and talks about stemming gun violence he is adopting the language of the Democrats. He knows this. This is bipartisan garbage that only drags the Republicans closer to the Democrats and never, ever causes the Democrats to resign their position.
