Of course Congressional leaders KNEW about this, the first thing a taxpayer does when they have a complaint about some unfair IRS practice is seek the help of their Representative or Senator(s).
I know this first hand from several years back. We got Sen Connie Mack (R) and Sen Bob Graham (D) involved in a dispute with the IRS. To be very truthful, Graham was more helpful than Mack (where everyone thought the reverse would happen). Anyway, it took 5 years and over $250K in legal fees to get the IRS to back off and settle for less than 10 cents on the dollar. I can proudly say, I got to work with Ken Kies, a D.C. attorney at the time, who left us mid stream to become Chief of Staff of the Joint Committee on Taxation. He never forgot "our situation" and actually wrote a Tax "fix" which passed to become law to mute the IRS challenge forever. It was so neat to beat the IRS, I think we celebrated for days !!
