Dems in House vote down funding for Veterans, Dist. of Columbia, Holocaust Memorial and Smithsonian
Under the Rules of Suspension they were operating under (not sure why, but it’s what it was), a 2/3 vote was needed in the House to pass legislation funding various agencies. [If someone has a procedural explanation, please post in comments.]
Democrats in the House voted against funding the Veterans Administration, the District of Columbia and National Parks, including the Holocaust Memorial Museum and Smithsonian.

Hse defeats plan to fund DC gov't during shutdown. Vote was 265 to 163. But needed 2/3. With 428 voting, it needed 286 yeas to pass.
ZitatA motion to suspend the rules is in order on Mondays and Tuesdays and towards the end of a session of Congress and may only be made by the Speaker of the House or their designee, though it is customary for committee chairs to write the Speaker requesting a suspension. Once a member makes a motion to "suspend the rules" and take some action, debate is limited to 40 minutes, no amendments can be offered to the motion or the underlying matter, and a 2/3 majority of Members present and voting is required to agree to the motion.

Does anybody know why Johnny would envoke the Rules of Suspension and have a 2\3 vote when he could have had regular order and passed it with a majority--makes no sense to me

It's the only way the vote could be initiated under the circumstances.
