Given the way the modern MSM can and will shape public opinion on their behalf, I don't think liberals ever think in terms of "outs".

Short term, I suppose they're hoping to give enough of "their" voters subsidies so they can reach "critical mass".

Then, as others have said, when the current structure collapses, go for single-payer.
