I dont think the bald guy was stupid..I think he was "acting" stupid....which is what people do, when they are faced with a question, KNOW the answer, but would rather not say so.

Not very.
But, the big breach came under Bill Clinton.
Prior to Clinton, The Rule Of Law and the cleansing effect of shame restrained Presidents.
Even the Prince Of Darkness, Richard Nixon, had the decency to resign his office as penance for the shame he visited upon the Presidency.
But, just 25 years later, when Clinton inflicted even greater dishonor upon the Office, rather than resign due to his failure to meet the historical, minimum standards of Presidential behavior, Clinton insisted that America lower its standards to spare him the humiliation of resigning.
And the fact that he "won" in his effort to do so, ultimately stands as an indictment of our of country's moral condition, more than Clinton's.
Because, while members of the Senate defiled the legacy of the Founders in the Clinton impeachment matter, according to the post-Lewinsky job approval polls so did "we the people".
