Of course this happened. It was a part of the plan. The more homeless there are,the more people move into the Dim Plantations,and the more residents of the Dim plantations that are totally dependent on government largess,the more Dim voters there are and there are more Dims voted into office to increase the benefits and cause more people to move into the plantations.
It's a freaking perpetual motion machine that feeds on itself.
