It's the promise of big, fast money--maybe hundreds of millions of dollars--that drives people to play the lottery. Even if it's not a huge payout you're after, it's just a couple of bucks here and there to play, right? Of course, even if you're not buying tickets, your money may be at play without you knowing it.

Otherwise I have no problem with people on welfare playing the lotto. It's a good way for the state to earn welfare money back.
I an agree with that. Let them play, the state gets some of its money back, but if they actually win then all money the state has paid to them MUST be reimbursed before they keep any of the loot.
