i would love to read that article - except I'm at work and better not take the time nor go to the website.
I would be interested if one of the drivers kills some kid in a drunk driving accident, will that change their views? Is it ONLY their citizens who are allowed to drive drunk (the blurb made it sound like just them).

I think this is great. It doesn't say impaired driving or drunk driving, and some people can down a few and still make it home safe on empty roads Good for them.
If its anything like the states, cops look for reasons to pull over people for the fines. This puts a stop to that at one level.
