My dad taught me the top person "knows or should know" so the result is the same; he's responsible.

My college professor told me you could delegate authority, but could not delegate (away) responsibility.

I used to work on "Delegation of Authority" charts in the military, and corporations.

This stuff isn't exactly intuitive, but most people in business and the military, see it my way.

Only in government and in academia do you find those who believe "the buck never stops"
as in Obama's constant avoidance of responsibility.

Don't you notice how government types are eager to blame things on subordinates, instead of falling on their swords?
