I think that this is totally a "rehabilitative" move. What happens here is that he gets out all over the place in the news for this mayoral run, which he will lose handily to Quinn. Now, as a result he has put some new "political mass" between the past scandal and his current image. Down the road, a fair number of people will think:
- "Anthony Wiener - yeah, ran for NYC mayor and lost in primaries...." instead of - "Anthony Wiener - yeah, the guy that got bounced out of the House for sending pix on Twitter...."

This is a very interesting perspective, creating a buffer/distraction to distract from the scandal.
