Soon America’s fundamental demographic transformation will secure the dominance of elected representatives of the caliber of Black Panther alumnus Bobby Lee Rush of South Side Chicago, who has stepped forward to stop a plan by Senator Mark Kirk (R-IL) to get the gang violence that has turned Chicago into a war zone under control by incarcerating gang members.
Kirk’s plan would put 18,000 members of the Gangster Disciples behind bars, at an estimated federal cost of $30 million. Kirk compares the initiative to the crushing of Al Capone’s organization. But Rush is having none of it; not that he objects to spending all that money…
If there is $30 million for Congress to spend, better most of it be allocated for “job creation and job training,” to address the gang problem, Rush said. …
Rush said he would like to talk to Kirk, to “get him to see the bigger picture.” He added, “I am really very upset with Mark” and that Kirk’s approach was an “upper-middle-class, elitist white boy solution to a problem he knows nothing about.”
Realizing that he should be more subtle regarding his hatred of white boys and their world, Rush later clarified his remarks by proclaiming that Kirk’s
“current plan does not include the option to create jobs, provide affordable and safe housing, quality health care and improve schools in urban areas, BUT certainly a plan to incarcerate 18,000 black men is elitist.”
Obviously if shoveling other people’s money into make-work jobs, new slums, free health care, et cetera were ever going to alleviate misery in hellholes like Rush’s district, it would have happened by now. But the point isn’t to improve conditions; it is to keep the free money pouring in and Rush et al. in power.

He wants that money to go to "community organizers" that he appoints,so he can get his cut,as well as pay off the black preachers and city council members to make sure he's re-elected.
He doesn't give a damn about poor blacks other than making sure they stay poor so he can keep stealing the money that is supposed to go to them.
