I voted for the man - twice - so I hope it's apparent that I hold no animosity for him.
But really? What is the point? (questions aren't directed to you, WTF, but to whoever published the article)
I suspect all presidents increase in popularity after they've been out of office for a while, and - compared with the current occupant - Bush at least seemed to be a genuinely nice guy. Someone you'd like to have a beer with (though I gave up drinking beer years ago, but you know what I mean.)
Bush WAS NOT a conservative. Holding him up as one only damages what's left of the conservative movement.
Bush (to his credit) seems to want to fade to obscurity.

I've often said that the Left's intense hatred of Bush stemmed from one thing and one thing only - the "stolen" (as they saw it) election of 2000. The reaction of many leftists to a mere mention of Bush was simply Pavlovian (I used to needle "war" on other forums by mentioning "Bush" and watch him subsequently foam at the mouth)
But if they could step back and just objectively look at the way he governed - particularly the way he increased spending and expanded government - they would find him to be perfectly to their liking.
All he really needed - to be truly loved by the left - was the magical "D" after his name.
If only he would have had a competent group in his administration to defend him instead of relying on the truth to eventually seep in. He could have saved the party from the rudderless ruin it is in now.
