The end game is simple. Either the Senate Repubs hold together for a cloture vote on procedure so Reid cannot add funding with just 51 votes
OR
However many Repubs vote FOR cloture will have marked themselves unelectable. Most will retire because of it.
Then the ball goes back to the House, which will strip it back out OR Amend it to delay it. Either way, it's on the Dims to make good on their threats.

What if Harry Reid not only adds back in the Obamacare funding but loads it up with half a trillion dollars of pork?
Only items that are budget controlled on a CR......that means very few things already budgeted, and no new expenditures added.
That means no pork.

Both Houses must agree.
Since the GOP House intentionally picked this fight, expect Senator Geary to retaliate by putting something into or stripping something out which will be objectionable to Republicans.
The Dems are in total control now.
