Grahamnesty has been representing the DC establishment and not his state. A solid challenge in a Primary will expose this further and lower his approvals even further. If he loses his seat, the GOPe will go nuclear.

2. The Primary challenger field looks weak, at this point.
3. He won last time with 68% of the vote. So, if he isn't beat in the Primary, he'll breeze to an easy victory in the general.

Change the state, and you have Dick Lugars stats his last election before he was Primaried. Also the field is no different than when Grahamnesty first won as a military man serving his country. See Nancy Mace.
