I heard this morning (on a Talk Show maybe Beck) that Hillary could make the call as SOS because Benghazi was an embassy post. Not sure iif this is true or whether that authority can be delegated. If the authority can be delegated then I would assume it would have to be done "in the name of" and there would need to be documentation to back up the delegatation of authority (sort of like - a Power of Attorney to act for another in the everyday world). Why would commanders in the field take orders from Kennedy otherwise ....very serious matter to deploy troops into battle.
