They won't explicitly say that the current laws on the books need to be enforced. If they said enforcement of the law was a priority there would be no need for "comprehensive immigration reform" and no need for Senate and House legislation.
Politicians dig up the immigration issue every five years. They do this to fix the problems that they created during the previous years.
No wonder Congress' disapproval rating is stuck at 81%.
