There is nothing new about doing this. I knew several local black guys back in the 1970's that were drawing unemployment and Food Stamps from 3 different states while still living where they were born and working under the table for cash money.
I even heard a couple of them giving a class to younger relatives on how to go about it one day. The systems have changed now,but back then actual checks were issued,and in cases where rent and utility help were included it involved occasional checks by local authorities. Unfortunately,the way the system was set up they had to mail a letter to the people receiving the aid and set an appointment to visit with them. They got around this by joining forces with somebody in public housing and giving them a cut of the money for saying they lived there. When Social Services sent a letter out stated they would be there on a certain date to insect,the people that did live there would give them a phone call and tell them when to be there and they would catch a bus carrying their bogus ID's. They didn't drive because they didn't want to get caught carrying multiple ID's if they got into a wreck or something.
Anyhow,they would go (in these cases) to NJ,NYC,or Chicago a day or two early to check in and get comfortable,meet with and be interviewed by the DSS inspector,and back on the bus home the next day.
