This law should be nationwide, and where you have three lanes it should appy to all but the right lane. And trucks with double trilers should be restricted to the right lane unless passing. Nothing worse than four ups driver playing tag with a mile long string of doubles.
I am not a republican I am a conservative, and supporter of the rule of law. And if you do not like that too bad.

In California an officer WILL cite for going too slow in the left lane, if there are any officers to be found anywhere but at the donut shop, on break.
