It depends on which president you are comparing him to.
If you compare him to his predecessors (with the possible exceptions of Carter and Clinton), he was terrible. He was about on a par with LBJ (must be something about Texas)
But if you compare him to the frat-boy who currently occupies the office, he was great.

We'll never know for sure - and I'm entitled to my opinion.
But this I can say with certainty - Bush was the biggest spender since LBJ. Bush (and the GOP Congress) set back small government conservatism for years - perhaps forever. Bush DID NOT defend himself against the onslaught of criticism (i.e. Katrina). It's one thing to say he was above all that, but there comes a point when NOT responding says (especially to LIVs) the criticism is valid.
Bush (and the GOPs Congress lack of direction) lost the Congress in '06, and gave us Pelosi and Reid.

They had this guy (Obama) on the shelf for years, waiting for the public mood to ripen relative to electing a non-threatening black guy.
